You have several options for covering only window’s bottom. The following window treatment styles may give you exactly what you need - you will get privacy but still will enjoy outdoor view and natural light. Cafe Shutters
Stylish and quality window treatment usually made of wood. They are similar to standard window shutters, the only difference is that cafe shutters cover only the bottom part of the window.
Top Down/Bottom Up or Top Down Only Window Shades
There are several types of them - cellular, pleated, woven wood and roman window shades. You can move the top and the bottom of such shades independently (top down/bottom up shades), or open them from the top to the bottom only (top down only shades).
